7 Maggio e il voto UE contro il fracking - Forza Italia, PD e Lega cosa voteranno?



While recognising that the energy mix is primarily a Member State competence, acknowledges the public concerns about hydraulic fracturing and the [negative] consequences this technology might entail for the climate, environment and public health and the achievement of the EU's long term decarbonisation goal; furthermore, recognises that the limited potential of unconventional fuels to help meet the EU's future energy demand, coupled with high investment and exploitation costs and the current low global oil prices, means it is questionable whether hydraulic fracturing can be a viable technology in the European Union; believes that public concerns must be properly addressed and any hydraulic fracturing activities should comply with the highest climate, environmental and public health standards;asks those Member States which intend to pursue hydraulic fracturing to respect the 2014 European Commission recommendation on minimum principles for the exploration and production of hydrocarbons (such as shale gas) using high-volume hydraulic fracturing;

Il giorno 16 Settembre 2015, a Bruxelles sono finalmente stati votati gli emendamenti seguenti:


Am 107 (tabled by Guillaume Balas, S.D.):

7a. Considers that the use of hydraulic fracturing in the Union entails risks and adverse consequences for the climate, the environment and public health, and jeopardises the achievement
of the EU?s long-term decarbonisation goal; considers, further, that on account of the limited potential of unconventional fuels to help meet the EU?s future energy demand, coupled with high
investment and exploitation costs, hydraulic fracturing is not a promising technology; urges the Member States, therefore, not to authorise any new operations involving the exploration
or extraction of unconventional fuels in the EU until this is proven to be safe for the environment and the public;


Am 150 (Keith Taylor and Davor Skrlec, Greens):

10a. On the basis of the precautionary principle and on the principle that preventive action should be taken, taking into account the risks and the negative climate, environmental and
health impacts involved in hydraulic fracturing for the exploitation of unconventional fracking and the gaps identified in the EU regulatory regime for shale gas activities, urges Member
States not to authorise any new unconventional hydraulic fracturing operations in the EU;

Am 158 (Davor Skrlec, Greens):


10c. Recalls the environmental, climate and health risks and impacts related to the extraction of unconventional fossil fuels and warns against using the Energy Union context to promote
such energy sources;


AM 137 (Josu Juaristi Abaunz, GUE ):

9a. Believes that the energy security and eventual self-sufficiency of the EU, can be primarily achieved by promoting energy savings and renewable energy, which will, together with other
alternative sources of energy, such as biofuels, reduce import dependency; notes that energy security must be achieved alongside with strict rules of environmental protection and demands
from the Commission and the Member States to oppose the use of extraction of fossil fuels such as the hydraulic fracture or fracking; in particular the unconventional ones;

Purtroppo, sono sono "suggerimenti", non leggi, ma un passo alla volta, le opinioni cambiano.

 L'emendamento non e' passato purtroppo.
Per un solo voto.

Il voto finale e' stato 30 a favore e 30 contro.
Ma ci voleva la maggioranza.

Ci si riprovera'.

La Commissione Industria dell'UE e' fatta di sessantasette rappresentanti, fra cui, per l'Italia


Questa commissione il giorno 7 Maggio 2015 avra' l'onore e la responsabilita' di votare un testo sulla strategia europea in merito alla sicurezza energetica. La discussione va avanti da un po' e allo stato attuale ci sono vari emendamenti da approvare, fra cui sul fracking. Molto semplicemente l'emendamento recita:

"On the basis of the precautionary principle and on the principle that preventive action should be taken, taking into account the risks and the negative climate, environmental and health impacts involved in hydraulic fracturing for the exploitation of unconventional fracking and the gaps identified in the EU regulatory regime for shale gas activities, urges Member States not to authorise any new unconventional hydraulic fracturing operations in the EU"

E cioe'

"Sulla base del principio di precauzione e sul principio che occorre intraprendere azioni di prevenzione, e tenere conto dei rischi e degli impatti negativi sulla salute, sull'ambiente, sul clima associati alla fratturazione idraulica per la ricerca di idrocarburi non convenzionali e le lacune presenti nel regime regolatorio riguardo le attivita' di shale gas, si invitano gli Stati Membri a non autorizzare alcuna nuova operazione di fratturazione idraulica nei paesi dell'UE."

Conosco di persona sia Borrelli e Tamburrano perche' hanno organizzato eventi o partecipato ad eventi contro le trivelle e sono quasi sicura che voteranno a favore dell'inserimento di queste parole. E gli altri?

Flavio Zanonato, Gianluca Buonanno, Aldo Patriciello, Antonio Tajani, Patrizia Toia come voteranno? Saranno presenti al momento del voto?

L'evidenza scientifica e giornalistica e' schiacciante e solo chi non vuole vedere non vede. Dagli USA arrivano storie incessanti di sismicita' indotta, di inquinamento di falde acquifere, di veleni in atmosfera, di danni ad agricoltura e bestiame. La strada non e' il fracking, ma la riduzione dell'uso delle fonti fossili, il risparmio energetico, l'uso delle rinnovabili. Lo sappiamo tutti. Solo le grandi lobby del petrolio continuano ad essere possibilisti, a seminare dubbi ed improbabili convivenze fra trivelle e vita sana. Adesso sta ai nostri politici decidere se essere dalla parte della scienza e dei fatti o dalla parte delle favole petrolifere.

Si dira': oh, ma in Italia non c'e' fracking su grande scala e che ci importa. Beh, non e' cosi.

Intanto, ci sono almeno una decina di casi di fratturazione idraulica fatta o sperimentata in Italia. Il caso piu' eclatante e' quello di Ribolla, in Toscana, del 2010 che ho pazientemente cercato di mettere assieme pezzo per pezzo, e a lungo nascosto al grande pubblico. Ma ci sono anche casi di prove di fracking in altre parti d'Italia - fatto o proposto.

E se non abbiamo il fracking a grande scala in Italia e' grazie alla nostra geologia, non certo per il buon cuore o per l'intelligenza dei politici. L'emendamento europeo pero' e' piu' grande dei nostri confini nazionali: vogliamo vedere il fracking nel resto d'Europa -- UK, Romania, Polonia, Olanda -- sapendo che non portera' ne a loro, ne a noi, niente di buono?

E' questa la domanda, e' qui il voto.

Che dite cari Zanonato, Buonanno, Patriciello, Tajani, Toia?
